An Emerging Community Vision for the Vale of Avoca

The development of an effective master plan for the Vale of Avoca depends on a vision broadly shared by the community and other stakeholders.  We believe that a vision for the future of the ravine should be guided by two important sources. 

The first is the City’s Ravine Strategy, along with other relevant policy documents and by-laws, which reflect city-wide values and priorities that have been informed by many years of experience and debate.  The City’s framework for Environmentally Significant Areas provides a guide for management of areas like the Vale of Avoca, including which activities are compatible with this special designation.

The second source is obviously community members; plans for Avoca should reflect their values, views, and concerns, including allowance for the growing mid-town population along with other interested groups.  Over the last decade, the Midtown Ravines Group has engaged in ongoing conversations with individuals and groups who have some connection or interest in the future of the Vale.  Recent survey feedback has been transformed it into a word tree, providing a very consistent expression of what people value most in this ravine:

The community also has a lot to say about the problems in the ravine, many of which prompted the formation of the Midtown Ravines Group ten years ago, and have yet to be addressed in any comprehensive way.  The range of these concerns is shown in a second word tree: 

What we have heard so far points to five themes that, in our view, should shape future plans for the Vale of Avoca:

  • protection of biodiversity and ecosystems
  • improving climate resilience in repairing and restoring the degraded stream channel, ravine slopes, and infrastructure
  • public access to support mental and physical health, including opportunities for passive recreation
  • connections to local neighbourhoods and the city trail and ravine network
  • preserving a distinct sense of place reflecting the character and history of the area

In addition —importantly the plan should be structured so that work done in any area advances the different themes in an integrated way to the extent possible, minimizing recurring disruptions of use due to the requirements of erosion remediation and construction. These themes were initially addressed in a preliminary vision document put forward by the Midtown Ravines Group in early-2025.

We believe it is helpful to distill these ideas in a vision that can be set out as a guiding statement for specific planning and design work on the ravine.  Please review the following draft vision statement in light of your own thoughts on the future of the Vale of Avoca:

The future of Toronto’s Vale of Avoca ravine is as a restored and resilient urban woodland — a connected ecological sanctuary that protects biodiversity, supports climate adaptation, and enriches the health and well-being of a rapidly growing midtown population. Guided by Toronto’s Ravine Strategy and by community and other stakeholders’ input, the Vale should be managed as a living natural system where ecological protection, erosion control, sustainable public access, and community stewardship reinforce one another.

The ravine’s forest, stream, wildlife habitats, trails, and unique character should be restored and protected through comprehensive long-term planning that stabilizes slopes and stream banks, improves stormwater resilience, controls invasive species, restores native biodiversity, and creates safe, naturalized trail connections within Toronto’s broader ravine network.

The Vale should remain a peaceful and accessible refuge from the city — a place of beauty, allowing immersion in nature, walking, learning, and quiet recreation — while preserving the wild character and ecological integrity valued by the surrounding community. Through collaboration among stakeholder communities, residents, public agencies, and other partners, the Vale of Avoca can become a model of urban ravine restoration and a world-class ecological and recreational resource for future generations.
